Abstract: The City of Los Angeles, with an urban forest of 680,000 trees, has found that developing a partnership with private industry has provided its citizens with a cost effective and flexible tool to provide a high level of quality service. To make this partnership work definitive specifications and contracts must be prepared, executed and enforced. City staff provides support to and inspection of the contractor to ensure that the specified quality and level of service is achieved.
